This is part 4 of the Photoshop tutorial. Next zoom in to 200% magnification and create white cirlce, to the right of the red, curvy shape, on a new layer. Create a 2nd cirlce overlapping the first one, on the smae layer.

Expand (select > modify > expand) the selection by 2 pixels and fill a layer below with orange (FA6600)
