This Photoshop tutorial will show you how to create a glow text effect.
Step 1.
First of all make new Photoshop document, with a black background and then create some dark blue (2F697B) large (150 pt) thick text. I've used "BorisBlackBloxx" for this but any thick font, such as Arial Black, will do. Make a selection of the text, contract (select > modify > contract) it by 5 pixels and create a new layer. Use the gradient tool to create a linear gradient, with the foreground set to light blue (DBF7FF) and the background set to a darker tone (68D8F5).

Step 2.
Make a selection of the original text again, expand (select > modify > expand) it by 2 and fill a new layer (below the others) with a brighter blue (2992C6). Expand the selection by a further 5 pixels and fill a new layer (below) with a very dark blue (314A50). Next zoom on to 300% and then create a new layer set.

Step 3.
Create a radial gradient on a new layer in the layers set, using white for the foreground color and black for the background. Zoom back out and place more duplicates of the gradient along the edges of the text.

Step 4.
Lastly, change the blending mode of the layer set to color dodge. That brings us to the end of this Photoshop tutorial! :)
