Create a new document with 750x500 pixel dimensions. First of all we're going to create a subtle background texture. On a new layer, make some stripes using the Rectangular Marquee Tool, with B9DDED blue for the darker 3 pixel thick stripe and C3E6F5 blue for the lighter1 pixel stripe. Image a) shows the stripes zoomed in by 400% and image b) shows the normal view of it.

Create the stripes across the whole layout, as seen in image a), and then expand them vertically, by going to Edit > Transform > Scale. To expand them drag the top and bottom of the outline that appears around the edges of the stripes (image b) |

Next we're going to rotate the stripes by 45 degrees. You can do this by going to Edit > Transform > Rotate and then by entering 45 in the top menu, as seen in image a). Like in image b), drag the stripe layer so that its covering the bottom left corner. Duplicate the stripes, moving them over the remaining white space, so that the whole are is covered. You might need duplicate it more than once to cover the whole area. |

We're now going to start to create the header of the layout. From the tool bar, select the Rounded Rectangle tool. Set the radius of the corners to 10 (image a) with the color as white, and then proceed to create a rectangle like the one shown in image b

Next create a blue (40AAD4) rectangle on top of the white one, leaving a white border around it. Next we're going to start making the area where the content will go. Make a large rectangle below the header layers (image a). Then Create 2 additional rectangles (image b) with one being blue (54ACDA) and another white one. |

Use the Rectangular Marquee tool to delete the bottom of blue part of the header graphic.

Next add a title and some links. For the title I've used Verdana, 347697 for the color, 20pt, bold, crisp. For the links I've used Verdana, regular, 01476A color, 11, crisp
