Make a new photoshop file with 200w by 200h. Use the polygonal lasso tool to create a small blue shape on a new layer and in a new folder (layer set). Within the folder, create several more copies of the shape, and then adjust their color (image > adjustments > hue /saturation). Now duplicate the folder containing the different colored shapes. Use the free transform tool (edit > free transform) to resize the duplicate folder as shown in image c). You can repeat the process to create an even smaller group of shapes (d)

Now that you have some shape templates, start duplicating them and spead them around the some text. I've used Arial Black for the text. You want the text to be a darker color, because once' you've covered it witht eh shapes, it'll need to be able to show up a bit. Rotating (edit > transform > rotate) the shapes to different angles, and give them various levels of opacity, from the layers panel, as shown in image b)

Once you've create many duplicates you should have something similar to the image below.

Here is an image I created with two letters. I've adjusted the levels (image > adjustments > levels) To increase the darker tones. I've also sharpened the image a bit by flattening (layer > flaten image) the image, duplicating the layer, using the sharpen filter (filter sharpen > sharpen), and then reducing the layers opacity to 50%.
