First of all create a new Photoshop document with dimensions of 220x180. Make a rectangular selection on new layer in a new layer set, and then choose the gradient tool. Set the foreground to E8E8E9 and the background to C8C9CA. Create a reflected Gradient, by dragging it the length and direction of the red arrow shown image a. Now, make a black rectangle on a new layer, as shown in image b). Contract the selection (select > modify > contract) by 1 pixel, and then on another new layer create a 2nd reflected gradient. For this one, choose 7C7C7C for the foreground and set the gradient to be Foreground to Transparent, in the editor.

Make a rectangular selection and then fill it with black (image a) on a new layer. Contract the selection by 1 pixel (select > modify > contract). Next we're going to make the TV's static, so on a new layer, fill the selection with light grey (D7D7D7)and then set the background to 6D6D6D. Duplicate the grey layer 3 times, so that there are a total of 4 grey layers. Name each layer static 1 - 4, and then make 3 of the layers invisible in the layers panel.
