This is part 2 of the Photoshop tutorial to draw the emblem. Next create a triangular selection with the polygonal lasso tool, like in image a). While the selection is still active, choose the elliptical marquee tool, and then, while pressing the Shift key, make an oval over the top of the triangular selection. If you like you can just use the polygonal lasso to create the whole shape. You might want to zoom to do it this way, though. You can see the result of this in image b, and you might need a few tries to get this right. Once you've done this, fill the selection with a gradient of blue and white.

Use the same kind of technique to create a white shape, above the previous one (image a). Next to create the bottom part of the face, use the polygonal lasso tool to create the shapes, shown in image b) and c). As you can see, I've used red and white for the gradient.

We're nearly finished now! Create a white shape for the border of the nose, and then make a smaller shape inside with dark red and bright red for the gradient.

Finally, create some more dark edges around the face on either side.
