Step 16.

This is the final part of this Photoshop tutorial. Next we're going to add the final touches to the layout with some decorative shapes, and then we'll add some content. So, select the custom shape tool and then, from the drop down menu at the top of Photoshop, choose the snowflake (circled in image a). Create a couple of these shapes in the header graphic (image b) and then select the shape circled in image c).

Step 17.

Add a few of the 2nd type and then create one just below the snowman (300% manification), which will be part of the menu. Rasterize the shape and then make a selection of it.

Step 18.

Expand (select > modify > expand) the selection by 1 pixel and then fill a layer just below it with light blue (B2E2EB). Merge the 2 layers together and then duplicate it for as many menu items that you need. Set the character panel to the settings shown in image c).

Step 19.

Create the text for your menu, below the blue/white snowflakes that we just created. Create a new layer and then make a rectangular selection at the bottom of the content area. Set the foreground color to white, the background to light blue (E0EDF3) and then drag down to create a linear gradient (image a). For the content heading text, use the settings shown in image a) and for the body text, the settings shown in image c).

Step 14.

Use the elliptical marquee tool to cut (layer via cut) the reflected gradient, and then delete the bottom part , leaving a curved bottom. Create a black oval for the top of the hat and then make a rectangular selection in the middle, across the reflected gradient. Go to image > adjustments > hue/saturation, and then increase the hue by 360 and the saturation by 50. This should make the selected area red (image c).
